Case Summary


Raed E., a Syrian national, had been a member of ISIS between summer of 2014 and February 2015. In this capacity, he was involved in the arrest of members of the Al-Shu'aytat tribe by ISIS in September and November 2014. In this context, Raed E. tortured a man who was detained by ISIS over several months. Raed E. himself was later arrested by ISIS although the exact reason and circumstances of his release remain unknown. He then entered Germany in 2015 and was arrested in early 2022. In July 2023, the court of first instance convicted him of among others membership in ISIS and crimes against humanity by torture. Raed E. was sentenced to 11 years imprisonment.
